While a previous Proposition 13 relating to taxes remains controversial to this day, this Tuesday's Prop. 13 is anything but. Sponsored by conservative State Senator Roy Ashburn, it is supported by labor unions and the California Democratic Party. It makes sense: It promises more earthquake safety, fewer taxes and minimal loss of revenue.

The proposition is simple. It prevents reassessment of a property's tax value when renovation is done for the purpose of seismic safety. As of now, individuals may be wary of seismic upgrades due to fear of higher taxes. Prop. 13 removes said risk. Because tax assessors rarely actually reassess due to seismic work, loss of tax revenue will be minimal.

We strongly encourage a 'yes' vote for this commonsense proposition.
